Description

All road users share the responsibility to use the road system safely and responsibly, and with consideration of other road users.  To change the behaviours of the various road users and protect the vulnerable road users, awareness must be increased and attitudes changed of the citizens who use the road.  Risk factors that increase the chance of road crashes and casualties must be minimize through safer behavior.

In this pillar, the Plan targets the main risk factors, defined by the Road Crash Victim Information System, including helmet wearing, speeding, drink-driving, and seatbelt-wearing and child restraints, overloading and vehicle driver licenses.  The plan will involve public education through the various media channels, road safety curriculum in schools and universities, peer education nd other strategies.  Many of the education campaigns will be linked to enforcement actions for maximum impact.

Vulnerable Road Users include children, pedestrians, motorcyclists, bicyclists, the elderly, and people with disabilities.  This group of rod users suffers disproportionate mount of fatality and injury in the road system due to the increased risk they face when travelling in a road system that does not protect them.  For example, children must cross a busy road to get to school, pedestrians must walk along the road because there is no facility for them, and motorcycle must share the road with cars and heavy vehicles.

For the first time, the Plan will focus on addressing the risks posed to vulnerable road users.  Safe school zones will be established for children, safe crossing for pedestrians will be explored as well as pedestrian only zones.  Motorcyclists will be targeted particularly on helmet wearing, including education and enforcement of standards, as training and licensing.  Assessments will be made on the risks to people with disabilities and efforts will be made to create modified vehicles for the disabled for safe mobility in Cambodia
